This section explores commercial URLs on the clear web – webpages designed to generate revenue either directly or indirectly from criminal imagery. It also examines the growth of commercial dark web URLs, where anonymised infrastructure and concealed payment systems make detection and disruption more complex. Alongside this, we consider commercial disguised websites, engineered to hide illegal content behind technical barriers and referral mechanisms, reflecting a sophistication intended to evade scrutiny and secure the support of legitimate financial companies.
